Grice says that Interislander would be foundation customer in the interview with Hosking, and mentions "discussions"
So, is this the Plan B after the big ship idea fell to bits, smaller ships into Clifford Bay, with a higher frequency and pull in private capital to build the port. The 2029 completion ties in with delivery of Winnie's mystery new ships nicely
